58--SIGNAL DATA PROCESS, IN REPAIR/MODIFICATION OF

NAVSUP WSS Mechanicsburg has awarded a firm-fixed-price limited competitive contract to Sechan Electronics Inc, located at Litiz, Pennsylvania, under contract number N0010426CUA08.  Requirement Overview: This contract is for repairs of Signal Data Processors in support of the Navy's Cooperative Engagement Capability (CEC) across multiple ship types. Statutory Authority: This acquisition was conducted using other than full and open competition pursuant to the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Justification Summary: Sechan Electronics Inc is one of two known sources capable of fulfilling this requirement without unacceptable delays in fulfilling the agency's requirements or substantial duplication of cost to the Government that is not expected to be recovered through competition. The contractor is the Original Equipment Manufacturer (OEM) and owns the proprietary technical data rights required to perform these repairs. Attachments: In accordance with FAR 6.305, the approved and redacted Justification and Approval (J&A) document for this action is attached to this notice.
